Planning and Operations Division -- Houston Ship Channel Surveillance System May 15, 2008 Science Applications International Corporation (SAIC) contracted with Shrader Engineering Company (SEC) to provide engineering services to the Harris County Public Infrastructure Department Planning and Operations Division for the installation of a sophisticated surveillance system for the Houston Ship Channel. The first phase required preparation of a Total Cost of Ownership (TCO) and Preliminary Engineering Report (PER) covering recommendations and construction, maintenance and operational cost assessments as well as completion of NEPA compliance responses about the project. SEC assisted the SAIC Team in preparing cost estimates of proposed system with preliminary design concepts, Bill of Material (BOM) and supporting infrastructure, schedule estimates to construct and install the system, and estimating operational and maintenance costs for a 10-year life cycle. With the project now entering the initial design phase, SEC is currently providing support to SAIC’s Chief Engineer in completion of Survey Work, which includes investigation of equipment site locations and available power sources and Engineering Design Support, which entails the development of 30%, 60%, 90% and 100% plans and technical specifications (construction documents) that meet Harris County, USCG, TSA, and NEC/NFPA regulations/standards.
